Colonel Waverly was a member of the British Armed Forces, responsible for an Army encampment outside Buckingham Palace during the outbreak.

Waverly served as The Prepper's commanding officer during Operation: Desert Storm, with the Prepper going so far as to call the man "one of the good ones" and that he "had my (the Prepper's) back through Kuwait". They seemed to have remained on friendly terms, despite the issues the Prepper had before the outbreak, as the he claims that the Survivor should tell Waverly "the Prepper sent you", and the Colonel would give the player some better equipment, including C4.

Unfortunately, by the time the Survivor arrives at the encampment, it has fallen to the Infected. Colonel Waverly died in the defense, leaving the Survivor with the only option of taking the man's keycard to the mobile armory, located in the sewer tunnels. The closest thing to a positive is that Waverly doesn't reanimate at any point; The Prepper laments his death upon discover.
It's worth mentioning the player can actually access the park and the encampment on their way to Buckingham Palace, but Waverly is not present (likely to avoid sequence breaking).
